It should be noted that the Presidency of the Council of Ministers recognized in the preamble to Decree-Law no. 109-E/2021, of December 9, which created the “National Anti-Corruption Mechanism (MENAC)”, that the phenomenon of corruption offends the essence of democracy and its fundamental principles, namely those of equality, transparency, free competition, impartiality, legality, integrity and the fair redistribution of wealth, that is, among other realities, it declares that this phenomenon violates human rights.
The 2023 edition of the Corruption Perception Index, published annually by Transparency International, reveals that the fight against corruption in Portugal continues to make no progress and that there are shortcomings in terms of integrity in politics. In the Corruption Perceptions Index 2023, Portugal scored 61 points, ranking 34th out of 180 countries, a perception that is motivating a broad and wide-ranging discussion on this issue.
